The office of the public protector has released the long-awaited report into “state capture”. Download the report here (2,5MB PDF).
The key highlight of the 355-page report appears to be that former public protector Thuli Madonsela has recommended a judicial commission of inquiry into state capture.
The report calls for Zuma to ask the chief justice, Mogoeng Mogoeng, to nominate a single name, a judge, who should head the commission.
The high court in Pretoria ordered on Wednesday that the report be released by no later than 5pm.
The report said the president must appoint the judicial commission of inquiry within 30 days and the national treasury must ensure that the commission is adequately resourced.
The judge appointed to head the commission must be given the power to appoint their own staff and to investigate all the issues using the record of the public protector’s investigation and the report as a starting point.
The commission must be given powers of evidence collection that are no less than that of the public protector.
It must complete its task and present the report with findings and recommendations to the president within 180 days.
The president must then submit a copy, with an indication of their intentions regarding the implementation, to parliament within 14 days of releasing the report. — (c) 2016 NewsCentral Media
